Security Safety Tip from the UCIPD.. 4
The current Homeowner' Representative Board (HRB) requests
self-nominations to the three (possibly four) two-year positions on the Board
opening now. We have extended the deadline for nominations to January 15, 2003 and will repeat this
call for nominations in the January Newsletter. Filing statements must be sent to Michele Walot,
chair of the HRB, by January 15, 2003.
Statements and ballots will be printed in the February
Newsletter. Voted ballots must be received by the HRB
by February 15, 2003.

ICHA
Updates
The
planning of a subphase of Phase 8 is underway with
grading expected to commence in early 2003.There will be 80 homes. A new
model 805 will replace model 802.
A
proposal is being requested from a landscape architect
to amend the Gabrielino Community Park. It is anticipated that new
improvements would coincide with the construction of the Area 8 Expansion.
Plans will be shared with the HRB as part of the
design and development process.
High
Speed DSL Data Service: The Pacific Bell
budget for next year has been drastically cut and
there is some discussion as to whether the new DSL extension will move forward
due to a significant "down-sizing of staff. Management is awaiting a
construction schedule from Pacific Bell.
Montessori has been forwarded the addresses
of the adjacent homeowners to provide a letter informing them of the duration
and extent of construction happening at the school.
Green
Waste Processing: This
past month, approximately 200 cubic yards of mulch was deposited in an easy to
reach location for the exclusive us by our residents, free of charge.
Articles in the Newsletter advised residents of the location and advantages of
good mulching.

Completed/ Ongoing:
The
ICHA and HRB approved Architectural Guidelines have been
forwarded to the University Hills Web Master for posting on the
Community Web Site.
A thank
you was delivered to the UCIPD on behalf of the
community for their participation in providing the Radar Speed Trailer during
the month of September.
Bids are being secured to resurface the Gabrielino Community Park and tennis court surfaces. Weather permitting and
depending on contractor availability, they will be treated
in late November or December.
Old
Business
The HRB sponsored a Neighborhood Picnic / Gathering to commend the community participants who worked diligently
on the IUSD redistricting study. The
community efforts thwarted the possible relocation of University
Hills children from the Turtle Rock Elementary to other schools in Irvine. The picnic included live entertainment and refreshments
in addition to residents bringing their own food goods.
The
Area 8 Traffic Engineering Study,(to include stop
signs at Gabrielino/Russell and Murasaki
at Twain) Control: The consultant's report is complete and we are awaiting
confirmation from the Office of Campus and Environmental Planning. A favorable
acknowledgment is anticipated. Installation of the
improvements should occur late November or early December.
HRB/Resident
Halloween Party: From the reports we have
received, the party was a success. We are awaiting receipts to reimburse the
organizers. Thanks were extended to Doran Walot for organizing this event for the community.
ICHA
Management and the HRB continue
with their review of the costs to rekey all of the
community's common area facilities at the HRB's
request due to concerns related to use by nonowners.
This would include entry to each pool facility, tennis court and the public
restrooms.
The
new Area 8 street lights are in process of being fitted with house side reflector
shields to diminish the back lighting of the homes. A number of individuals
have requested the HRB's assistance in resolving the
discomfort created by ambient light washing bedrooms and other portions of
their homes. Completion is anticipated by mid December
depending on stock availability.
Architectural
Reviews
Management
reviewed 6 applications. Improvements included landscape, hardscape and outdoor structure installations in Area 8 and
one exterior room addition to a Schubert Court Townhome.
Two
residents were contacted
to remove tree house/structures constructed in common area trees. Both
residents agreed to remove the improvements due to liability and safety issues.
The
Community Web Master has
been authorized to move forward with establishing a listserve
linked to the community web site to help facilitate effective communication
across the Hill.
Management forwarded the City of Irvine "E-Friendly" listserve
address to all HRB members for review as requested.
Management is researching proposals to paint exterior components for
both Condo I and II. Simultaneously, a proposal is being requested to paint wood trim on the Townhomes. An economy of scale cost savings for all
groups is anticipated by bidding the composite work.
In
conjunction with the HRB Committee for
University Hills Landscape and Tree Management, theme trees on Schubert will be pruned this month. Various slope
restoration projects are in progress and will continue with committee input
throughout the winter. Richard Haier will be asked to join the tree committee.
New
Business
University
Hills Sewer Cleaning: The annual cleaning
program is slated for late November.
University
Hills Pool Heating: Beginning December 1,
the new pool at Phase 8 will remain heated during December and January.
All jacuzzis in the community will remain
heated. HRB will examine the budget at the February meeting to see if
additional pools can be reheated during the winter.
The
HRB is assisting ICHA Management with
their recommendations for placement of new Doggie Bag Clean Up
Dispensers and additional trashcans to be positioned throughout the community.
Several
complaints have been
received regarding coyotes in the community. Residents are
encouraged to keep dogs safe by keeping them on leashes and not
leaving them unattended. No food or water should
be left outdoors for pets. Excess food left outdoors can attract a
variety of wild animals.
A
request for funding for a neighborhood
block party was denied by the HRB. HRB can
allocate money for community-wide events, not individual neighborhood events.
Dog
Park:
ICHA informed the HRB that the
land surrounding the basketball court and soccer field was not under ICHA’s direct control. While ICHA manages this land
for the University, they cannot make long-range decisions regarding its use and
thus a dog park would be unlikely to approved in that
location in a timely manner. HRB requested the Dog
Park be added
to the next ICHA meeting agenda for discussion.

Many people were dissatisfied
with the difficulty of signing up for the old listserv on yahoo. Others
found the advertising offensive.
We have created a new email group
for University Hills on our web site and have transferred people from the old
list. This is NOT under yahoo.

UC Irvine attracts all types of people and the
majority of them are law-abiding. Most criminals often plan their crimes
by looking for the right opportunity and the easiest victim. Therefore,
the best defense is a personal security plan aimed at reducing the opportunity
for criminals. The UC Irvine Police Department believes the public can
reduce the risk of victimization by applying a few simple precautions in daily
life and encourages the public to practice the following crime prevention
measures to increase personal safety and security.
At home:
* Install quality
deadbolt locks on all exterior doors and use them.
* Install quality
locks on all windows and use them
* Install
wide-angle viewer in doors at all entrances to see who is outside without
opening the door.
* Light the
outside of your home.
Walking:
* Avoid walking
alone and walk on streets that are populated and well lit.
* Plan and use
the safest, most direct route.
* Become familiar with the location of the
police station, sheriff's station, highway patrol station, and fire station.
* Do not display
money or credit cards.
* Secure your
purse or handbag under your arm so that it cannot be easily snatched
The UC Irvine Police Department encourages
everyone to practice these crime prevention tips. A personal security
plan is your best defense. Develop a plan for use in the event of an
assault or emergency and follow it.
